He quickly realized that his 20-person Analytics team would never be able to meet all of the city's data needs, but didn't want that constraint to turn into a bottleneck. The solution? A hub-and-spoke approach, in which a small central team provides infrastructure, training, and specialized expertise to support a much larger group of end users embedded in departments.
